The location I work at has been toxic. People don't clean and are allowed to yell at you when they do not have a manager title. Lazy people are promoted while the hardworkers are talk to passive aggressively and told to pick up the slack.

What does the leadership team need to get better at?
Providing consequences to people who don't want to work. This is the first place I've worked at where servers only greet tables and take orders. NO cleaning, running food, customer service.
