BOH leadership is horrible they act like children and do not have any communication or leadership skills

Treat employees better management need to undergo training. We have a CS manager who walks by employees and does not acknowledge them.
What needs to change to make the company culture better?
Upper management does not pay attention to the actions of the BOH management they are losing employees because of it and have no clue
