They say they care, but just fired a bunch of people

The agents and supervisors are on the same page on what is really going on

None unfortunately is the best way to answer this.

What needs to change to make the company culture better?

Get rid of the toxicity that is in HR. ERGs are a total joke and simply CV fodder.

The new CEO and Board Members need to remove most of the Senior Leadership Team. They're pretending and not contenders.

Fire most of HR. Hire actual leaders and not more incompetent people.
