They try to ne supportive of their team members but can't do much when managers do ineffective and hurtful things and makes thrm fearful of losing their jobs.

Support people who are hard working, even if they're not perfect yet in their position, rather than cutting their hours or hourly pay or even stooping so low as to demote them.
