Their positive attitudes despite all of the culture related distractions that occur at our location

Individual people are great and enjoyable to work with. Higher management create a culture of worry and set unrealistic goals.
What's going wrong and how can it be improved?
Company culture leading good people to leave. Unrealistic goals set at beginning of year to kill morale and made it difficult to manage a team that feels like they're constantly failing
