pay is not equitable to experience or accountability. A change in management structure.

Start with leadership, instill value and appreciation by achievements and inhouse perks. More training.

What does the leadership team need to get better at?

Personal Accountability, Integrity, responsibility, leadership skills, knowing your people, learning how to motivate and retail quality people, been in position for nearly two years with no personal or group training with my director.
