Fire about. HALF the manages.. There is no reason to have 3 different bosses for every department. Then staff according to patient safety and health needs. UPMC has a bad reputation for wanting you to be at their beckoning call 24/7 and pay a medium to low wages. For years, I was on call or staying late, coming in weekends, nights, etc. It was a nightmare. I had hundreds and hundreds of hours of PTO I could never really use and not get punished with the next schedule!
