There isn't great pay transparency and too much subjectivity applied to objective factors that impact pay and merit increases. Also, the manager budget rarely allows for people to get the full merit increase earned via performance review.

Qualifications and experience are becoming less important than race or gender when it comes to promotions, pay, and recognition. Plus we have hundreds of millions in cash yet we couldn't even come close to covering inflation with merit increases.
