Management doesn't listen. A lot of communication but nothing changes. A lot of bureaucracy, slow processes : no one wants to take any risk
Show the example. Apply to themselves what they ask to the employees. Have an ambitious strategy instead of cutting everything including R&D and Sales team. Focus on customers needs, listen to them. Stop green washing. Listen to employees ideas for lean processes instead of communication
