Management needs to take action against, lazy and ineffective employees and leader.
More listening. Have evaluations by employees of their leadership so that toxic leaders can be properly identified.

Do not employee people who are in the Mob. Hire more people with engineering bachelors and masters degrees for jobs that require an engineering background.
