Read previous comments - bring in middle management from O the fortune 500 companies to bring in New ideas, SOP, different mentally.

since most are hired from re ferrals, look closely ( ethics, qork quality, team player, etc) at who is doing the referring. If they do not possess the desire work ethics. Or the current management teamlooks for people they can intimid , yes people & control.
