Stop bully culture, gossip and finger pointing from the top down
The teams are fine. They are just beaten down and see the writing on the wall. No raises to be had, and if they ever do want to try to catch up and pay their employees what they should be making they are so woefully behind they could not do it. Replacing IT dept with contract labor.
