They don't Spend man hours on cleaning the restaurant is cellulitis in the back kitchen or bacteria, growing behind the sink place is nasty because they think making hamburgers is all they need to do. They making hamburgers on top of nasty shit.
Enforce better training to have efficient employees
The customers only come to whataburger because its still a gimmick in out market plus its 24/7!! I can almost guarantee this place will be out of business in a year!

The company doesn't cater towards everyone, I'm vegan, I became vegan several months after I started working there. They don't have plant-based patties so I can't eat anything there except fries.
Get a new op that is with everyone and the company not someone that is all about them self and only them self

Start with not paying new hire more than those who already work there. It one thing to give a person a raise base on work experience, but hiring on new unexperienced staff at hirer wages is just not right.
