There is a lot of things "thrown over the fence" and teams/individuals "thrown under the bus." Perceived misses are much more vocalized than wins. Tasks are sometimes arranged/prioritized based on what will best avoid negativity rather than what is truly in the best interest of the company.
When there is a good chance you will end the day further behind than when you started, it is hard to be excited about going to work. When a good portion of the day is not focused on growth (business growth or personal growth), and rather focused on how to protect yourself or a "CYA" focus, not good.
