Schedules unpredictable....while that's somewhat the nature of the industry, there could be ways to ease that stress, like forecasting needs, or using employees to tend to neglected stores/ to alleviate the volatility of having hours slashed - give PTO accruals to be cashed at will, like a bonus.
Give employees reasons to want to work there. Not just money, but anything to encourage loyalty, any kind of goal so employees have something they can be proud to accomplish, even if it's only for them with no added value to the company. Good employees have drive and need somewhere to go with it.
