Wage increases do not keep up with the cost of living so, in essence, I am going backwards.

There are no closed doors. If I need help from someone in another department I simply go talk to them.

I think the pay scale for assembly/test keeps us from finding talented employees. Good engineers often leave the company for better pay.
What's going wrong and how can it be improved?
We do not have enough people in technical areas so a few have to do the work of many. This makes it very challenging to take the time to do a job correctly.
