Accountability of persons and praise/promote the good ones. Create a culture of work, excellence and pride
Stop allowing underperforming, out of depth, micromanaging, arrogant senior leaders to continue to ruin the culture and drive out talented people. Show the people on the ground that the standards of management will improve, and that they will no longer be blamed for decisions made by poor managers
Actual transparency by management. Drop the fake 'our employees are our most important asset' smokescreen when in reality the employees are nothing but faceless 'resources' to be hired and fired continually without a second thought.
