Why do you feel undervalued and what would make you feel better about your compensation?

401K match is deeply flawed (0% vesting at all until after 3 years of employment, including if they decide to eliminate your job, a frequent occurrence).

What's going wrong and how can it be improved?

As stated before. Stop the constant lay offs. If you do have to reduce jobs, first try to find the employee a job inside the company.

What does the leadership team need to get better at?

Value people. Stop laying off people in an labor environment that is very hard to find qualified employees. Value Quality, which is not possible when shipping jobs to India and China.

What needs to change to make the company culture better?

Hard to work when you know your job could be eliminated in one of the seemingly constant lay offs. BTW, when HPE lays you off, you are forbidden from every coming back to work for HPE, regardless of the reason.
