I get to work at about 10:30am and leave at around 8pm
flexible times because of the commute. arrive at 9:30 and leave by 3pm. but always log on when I get home.

not really
Not very accessible.
It depends on the level you are trying to access. Your immediate management and skip level are generally easily accessible. Higher up the chain to the executive suite becomes a little more difficult. They have open email policies and remind the employees of this regularly. But face to face isn't always practical or even possible at an organization this large.
