new recruits are not as good as we used to see till few years back

They need to lead and execute, right now they are just taking all inputs from us and not giving back anything to the product
What's going wrong and how can it be improved?
New grades have been introduced effectively demoting everyone at 69 grade and below No consistent WFH policy, some teams are being asked to come 5 days while others are being asked to come 3 days Executive team only keeps asking weekly status reports w/o contributing to the product
