Pay bands have remained stagnant in spite of inflation and higher wages for entry level individuals. Experienced individuals who choose to remain in roles as SME's are not valued in terms of promotions and therefore penalized when it comes to pay increases once they hit a ceiling.
Some teams received mid-year increases because their management team fought for them. Unless a team is having turnover, compensation increases are not a priority. Stability and experience should be valued and rewarded more than it is. Pay is not keeping up with cost of living in Nashville area.
