I am not micromanaged and I am expected to get my work completed in a timely manner. I am able to execute my daily duties effectively.

Market salary for the position is higher across the board. In the last 2 years, inflation is over 10%. You're handing out 1-3% and acting like we should be grateful for that. Move to 4 day work week if you don't want to pay employees more. Don't discourage PPTO usage. Lower insurance premiums.
