The team is clearly focused on 8hr utilization and everyone is doing the same

Supportive but still we are focused on 8hr utilization rather than doing some creative task
What's going wrong and how can it be improved?
Lack of growth opportunities, increasing workload pressure and imbalance use of hybrid culture. We should push on creative task rather than 8hr utilization and for hybrid culture, it will be better to complete 36 days in quarter rather than 3 days every week.
