Change HR leadership team especially in India and introduce employee friendly policy and constantly reward high performers

Good increment in line to compensate for no increments in past 3 years (while I have always been a top performer)
What's going wrong and how can it be improved?
Directors in the company just want to have status quo and not brave enough to improve situation in a team (especially when someone is deliberately not working and affecting the whole team's performance)
