Hours fairly distributed. -- more hours given to scheduling managers favorites -- less hours to those who are not favorites even after 17yrs

What's going wrong and how can it be improved?

One manager is very unfair to everyone that's not her favorites! She is also scheduling manager and is not fair with scheduling! Also rude!
