Because people with same level have different benefit and get promoted because there is a empty slot not cause the performance. A couples that both worked at OGN will only get 1 benefit such as assurance and gimmick

What's going wrong and how can it be improved?
Within my organization there seems to be a lot a talk about "change management" but I have yet to see the pull through of those discussions. We need to be better at not letting process drive the business. Still understaffed in important areas without a light at the end of the tunnel.
