Before laying off the best employees you should have asked for voluntary layoffs, let go of special project jobs and scaled back on innecessary employees. Stop hiring contract help while laying off experienced loyal employees. You are only hurting yourself in the long run.

Incompetent leadership are never held to the same levels of accountability as the colleagues they manage. The company needs to examine thoroughly how it evaluates its leadership and the job that they're getting paid to do.
