Leadership in my organization lacked experience and commitment. "Rotations" were always pulling managers away from their roles, so management was inconsistent and that made professional development nearly impossible if you weren't a manager.

Apple likes to do PINO (Promotion in Name Only). You would get a new position and it was more difficult, but there wouldn't be a pay increase. Sometimes they bait you into accepting a position in a new role by saying there would be a pay increase, but then they wouldn't give it to you.
