As an HR I think it's the the feeling of offering a qualitative support , being a trusted partner and a facilitator when needed.
Why do you feel undervalued and what would make you feel better about your compensation?
I would propose just an analysis against internal MRP, last pay review and increase , responsibilities, achievements , loyalty and commitments -if budget is not available then a plan to get it fixed
