Higher pay, better increases, higher bonus and lest cost to employees for health benefits with lower copays and deductibles

What's going wrong and how can it be improved?
At least in my role, I am not sure how my next hour or next day or next week is going to look like. A project gets started and stopped out of nowhere due to some reason or another. Another project starts and then I get pulled out of it and get thrown into a different right in middle of the work.
