They need to stop playing around so much. Stay in the place where they need to be. To much of ordering around other employees when they are not a GM or Crew Leader or Manager.

Change how the workers operate. Get read of the childish employees. Hire employees that want to come to work. Have a meeting with the GMs and get them right with how you want the store to be operated.

Organization, understanding what needs to be done in order to have some type of formation so that everyone can get treated equally not just one person. Leadership needs to know what being a manager is. Make sure the employees know what they are doing and are trained right according to the book.
