The people who are invested in the future of the organization are actually striving to maintain fruitful relationships despite executive management working headlong against them.

What needs to change to make the company culture better?

The managers have a poor understanding of the work their employees actually do. This leads to the implementation of poorly thought out and inefficient policies and processes. Policies that seem practical when sitting in an office do not work very well in real life. Bosses need to ride the train.

Everything. But mostly privatize this thing fast and it will get better. I'm not saying break the unions. But making it private will help
