The managers have a poor understanding of the work their employees actually do. This leads to the implementation of poorly thought out and inefficient policies and processes. Policies that seem practical when sitting in an office do not work very well in real life. Bosses need to ride the train.

Review from Operations Dept
Extreme lack of standardization and procedures. Also, company, especially management needs a culture overhaul. Perhaps a third party who turns around company culture can be brought in.
Managers need to get more input from line workers before policies are changed or implemented. It would get the employees more engaged in their work and lead to more efficient work processes. There seems to be an ivory tower tendency by the managers who never seem to get out of their office.
Too much reliance on government money. No one cares about anything.
Changing the leadership group; over 75 VPs
Review from Engineering Dept
Need to work with FRA and not against them; need to cut from union operations employees instead of management; need to actually invest in internal systems with not only technology but also keeping people around to maintain them; need better project management across the board.
Communications and collaborations between departments
Review from Operations Dept
Executive leadership needs to actually work with each other.
