Interact with line staff more. Leadership staff threaten and bully staff with threats. Line staff is confused as to what their role is and many staff?

Administration is more concerned about their salaries and doesn’t show a real interest in what line staff is concerned about. Most of the line staff is inexperienced and
What needs to change to make the company culture better?
Supervisory staff shows that they are interested in the value of front line staff. Some of the supervisors lack the skills and knowledge to properly train lower employees. Their is some favoritism and also some prejudices towards some employees.
