Need to treat top performers with more respect and appreciate their efforts as required. The bottom performers need to pushed to perform better and not just be warm bodies on a team.

Need to appreciate the efforts top performers more often. Despite being a top performer, the yearly rating given do not reflect the same due to political reason or reasons like- we cant give a 2 to everyone. Top performer should receive salary adjustments to get it in line with industry standards.
