Salary is fair and the sick time helps a lot

Despite having a manager who seems intent on constantly berating us, we pull together and get work accomplished with high quality.
I feel undervalued because my manager is constantly bullying and creating a hostile environment. I have reached out to HR more than once and nothing gets done.
They need to not just listen, but act. I have multiple times come to them with reports of bullying and a hostile environment created by my manager. Each time I get an answer of we hear you and nothing gets done.
There have been three times in the last year I have gone to the Assistant Director and Director about a hostile work environment and bullying by my manager. Each time I have been told we hear you and it will stop. It has never stopped. The treatment is horrible.
Better treatment from my manager. I am tried of being talked to like a dog or some kid in trouble all the time. My manager makes more mistakes than anyone else on the time, yet yells at anyone for making one. The manager also has no idea how the department works. Pathetic.
My manager is constantly talking down to me and approaches me with an attitude of confrontation over the smallest of matters. My manager also scolds me for not doing something and when I point out I have done it, she admits she really didn't look to see if it was done, just assumed I would not do it
