What's going wrong and how can it be improved?

I manage a region of salespeople but am finding I don't have the control over implementing my own plans for success due to what amounts to politics between my division and another that thinks part of their job is to seagull manage mine.

What does the leadership team need to get better at?

They need to get better at retaining top talent and that begins with reigning in HR practices that force raise maximums. They also need to work on commission plans that reward successful behavior year over year instead of creating negative incentives to work.
