As long as the store manager doesn't care about the rules, the employees will pick which rules to enforce and follow at their pleasure.
What does the leadership team need to get better at?
Hire leaders instead of promoting who ever shows up to a minimum wage job the longest. It is like Survivor or prison where time served is more important than a job well done.
