The overall culture needs changing. This can be done with more payroll dollars/hours and offering a fair compensation for the work being done.

What's going wrong and how can it be improved?

Long work hours for Managers and not enough compensation for lower level employees. Have Managers work 40 hours a week only and raise the starting pay for customer service representatives to $9.00 an hour, keyholders to $11.00 an hour and assistant managers to $13.00 an hour.
