How it that a leader can talk down to you and cuss at you and he still have his job but if this was a contractor they would be out the door . Why is it that you will not re hire an ex employee or that was released in good terms

Been doing my job for over 10 years . But I can't transfer ( make a lateral move ) because HR says I am not Quilfied ? They changed the requirements for my job role , now requires a college degree. So even though I have help this position for over 10 years I can't move.
