At first the company was great to work for, it still has great people below the first 3 layers of management. They're the experts in the field and it was a great learning environment. Unfortunately, management is now top heavy and they no longer respond to issues.

Ethical issues about hitting numbers and shipping targets instead of quality products.

Stop trying to hit numbers and fix your quality issues. Short term gain is long term pain.
What needs to change to make the company culture better?
Allow people to do their jobs, spend the money to right the ship, even if it hurts the short term profits.
