Merit budget should consider the funds necessary to move your top performers "ahead of the pack" while providing everybody else a fair salary increase factoring in market position, cost of living, and individual performance. The current system penalizes OK performers.

It takes a long time for the company to align employees' income to what the market is actually paying. Making mid-point the target for all employees when the Merit Cycle kicks in should not be the thumb rule when internal salary bands are out of sync with the market.
