The company has devalued higher level engineers and has made it difficult to advance in level, despite showing clear signs that I work well above my level. They site needing "business reason" to promote to a high level engineer rather than promoting because of skill and experience.

We need stability - organizational stability. A moritorium on org changes and functional realignments. Things change so rapidly that employees, and certainly customers, don't understand who is responsible for what. Presenting an org chart to a customer is confusing and somewhat embarrassing.

Promotions are almost unheard of in your current group. You're expected to apply to your own groups' open position at a higher level or change to a different team/organization in order to get raises/promotions. Retention is horrible as well.
