General respect and understanding to the financial situation of the country whom employee is located

When it comes to relegation, downfall of the base is high (25%) but promotion relatively low (2-4%)
What's going wrong and how can it be improved?
Overwork that is not being paid (illegal in this country), promotion not much effective to the salary, thus job responsibilities expanding
What needs to change to make the company culture better?
Accept the fact that work amout is exceeding that tfficiency is not working anymore and employees are working overtime w/o any pay (Japan)
