What needs to change to make the company culture better?

Slow to implement ideas, projects, improvements. Too much bureaucracy and red tape. Too much micromanagement by parent company and executive management at HA. Need more freedom and lower-level managers need to be able to approve purchases for less than $5,000 to keep things moving quicker.
