They allow harassment, management to be little other employees. Terrible place to work. I was treated not like an assistant manager

I tried to get help to improve the situation but the owners kept putting it off til it became a huge problem
What needs to change to make the company culture better?
Hiring good managers who really care about the company and how they respect other employees! As well as not allow drug use in the premises and keep the employee working
