Why do you feel undervalued and what would make you feel better about your compensation?
Proper promotions set up/timeline. Someone can't take higher position work for a long time without getting proper pay. If you promote someone you have to make sure that the position is really available and not letting them stay on TT position while already doing all the additional works.
