Introduce proper resource and knowledge management. Motivate employees. Ban the silo thinking and the cross-functional nastiness in our leaders.

Nothing I do is good enough for my boss, he constantly tells me off, talks behind my back and on principle gives me no responsibility whatsoever

Ban the silo thinking and the cross-functional nastiness in our leaders. Being told off for having taught another team somthing about your own work should be a big no-go.
