Improve program management and other workflows, start a data group to take care of all data related issues

I am working at a level for which comp needs to be updated, but it wasn't since a few months now.
What's going wrong and how can it be improved?
Manager needs to proactively take initiatives and plan work for quarters - this is not happening within our squad at the moment
