Where underpaid,the account is difficult but where not paying the right benefits

My previous team was awesome we are please to work for that kind of team, even if the work is stressful workplace would become better to work because of some person's treated as that we are valued,
What does the leadership team need to get better at?
They are not focusing on the employees skills and talent, they are focusing only for the specific goals for the account. They passed an employee even if they are the worst as long as the scores is good, they are not giving an opportunity to the employees who have true skills to perform.
